I never use this map, which has changed recently, I just do trial and error or I talk to someone at a plant nursery. But maybe knowing this map will come in handy some day...

May 18th may be the traditional last frost day, but things are changing. I don't know if that has changed. Folklore is people don't outdoor plant until snow is off Mt. Baldy.
I have heard people in Spokane plant out doors when snow is gone from Mt. Spokane
